What Is It?
Landlords are vital to our mission to provide everyone with a safe, sanitary, and affordable home. Together, we are able to provide a far greater number of these housing opportunities than if working alone. To demonstrate the value of this partnership, we have created the Harrisburg Housing Landlord Incentive Program. Participating landlords will receive reimbursement for short-term vacancies and minor unit repairs when they rent their unit to a renter with a housing voucher or in need of Emergency Shelter.
The Authority has launched the Landlord Incentive Program to acknowledge a landlord’s investment in helping create housing opportunities.
Participating landlords will receive:
1 New Landlord Sign On Bonus
New landlords, joining the Harrisburg Housing Authority and accepting housing vouchers through the HCV Program are eligible to receive a New Landlord Bonus of one month’s rent.

2 Renewal Bonus
Landlords will be eligible for a 25 percent payment of contract rent approved contract rent. Unit must pass HQS inspection before renewal and a new one year lease, needs to be provided.

3 Property Damage Reimbursement
Landlords may be compensated for certain types of tenant-related damage(s) to a landlord’s unit. Compensation will be limited to the amount of actual damages and shall not exceed an amount equaling two (2) months of the contracted rent fot the HCV tenant’s lease. The amount of the tenant’s security deposit will be deducted from the compensation calculation. Normal “wear and tear” is not considered a tenant-related damage.
4 Vacancy Reimbursement
Current Housing Choice Voucher (HCV) landlords may apply for “lost” rent, as a result of a delay in re-leasing to a new HCV participant tenant, following the move-out of an HCV tenant. The “loss” payment amount can not exceed one (1) month’s contract rent. The calculation will be prorated and based inversely on the actual number of vacant weeks as follows:
1 week or less of vacancy = full month of rent. Greater than 1 week but less than 2 weeks of vacancy = 1/2 month of rent/ greater than 2 weeks but less than 3 weeks of vacancy = 1/3 month of rent.
